Detailed Information

The Republic of Moldova (hereinafter called “Borrower”) has received financing from the European Investment Bank and European Bank for Reconstruction and Development (all together - the “Banks”) in the form of a loan, financing and grant (hereinafter called financing) toward the cost of Moldova Energy Efficiency Project. The Moldova Energy Projects Implementation Unit, an implementing agency of the Borrower, intends to apply a portion of the proceeds of this financing to eligible payments under the contracts for works.

Companies interested in participating in the tenders for works that will be organized within the Project must submit to the abovementioned address an expression of interest that includes the full name of the company, contact details, including the company’s address and email address. Based on the expressions of interest received, the Procuring Entity will create a list of interested companies to whom it will distribute future information on events and tenders for works under the Project, in addition to tender notices that will be advertised on various information platforms. Procuring entity intends to organize separate or grouped tenders (2 or more lots), depending on the completion of the previous stages, including the design stage.

Description of works: The main energy efficiency measures include the replacement of windows and doors, thermal insulation of the roof and basement ceiling, installation of mechanical ventilation with heat recovery, heating system and DHW distribution system replacement, installation of IHS with weather compensation control, LED lighting and distribution system replacement, a centralized air cooling system, a PV system, and the implementation of an EMS system. Additionally, nonenergy efficiency measures are included, such as the construction and reconstruction of canopies, rehabilitation of building elements that will not be thermally insulated, reconstruction of the pitched roof, seismic joint buildup, balcony renovation, perimeter pavement, lightning protection, fire safety, replacement of the cold water internal distribution system and internal sewage system, reconstruction of bathrooms, and replacement of the rainwater drainage system.

Procurement of the energy efficient rehabilitation of buildings (works) will be conducted via open procedure, in accordance with the policies detailed in the EIB’s Guide to Procurement version of 2024, which can be found at the following link:
