Procedure for submitting requests for communication of public interest information:

Requests for access to public interest information addressed to UCIPE can be submitted through the following means:

  • by email at info@ucipe.gov.md
  • at the UCIPE headquarters in the mail slot on the 1st floor or 11th floor
  • sent by postal address: Republic of Moldova, Chișinău, MD-2068, str. Alecu Russo 1, block A1, office 163
  • addressed verbally (directly or by phone).

Note:

Information requesters are not obliged:

  • to motivate or justify their request;

  • to sign the request by hand or electronically.

Mandatory elements of the request:

  • full name or name of the requester;

  • postal address of the requester, as well as the email address if a response is requested by this means;

  • name of the information provider;

  • specification of the requested public interest information, with sufficient and conclusive details allowing the identification by the information provider.

Requests that do not contain the full name/name of the requester, or the postal address of the requester, as well as the email address if a response is requested by this means, are not examined.

If the requested information is not specified in the request, or if from the content of the request it is not possible to identify the requested information, the requester is informed about the deficiency and is given a term of at least 5 working days to remedy it. The information provider offers the necessary assistance and support to the requester for specifying the information.

If the requester does not remove the deficiencies within the granted term, the request is not examined, and the requester is informed thereof. Public interest information is communicated to the requester as soon as it is available for communication, but no later than 10 days from the date of registration of the request. In cases provided by law, the term may be extended. Public interest information is communicated to the requester in the language in which it is available.

Payments for communication of public interest information

Communication of public interest information is free of charge, except for cases provided by normative acts, if performed through:

  • providing information in electronic form;

  • sending information by post, on paper, and the volume does not exceed 20 pages;

  • issuing information at the information provider’s headquarters, on paper, and the volume does not exceed 20 pages;

  • examining information in original, at the information provider’s headquarters;

  • presenting information verbally, in case of verbally addressed requests.

If, according to normative acts, the communication of public interest information involves payment, the requester is informed, within the term provided in Article 19 of Law no. 148/2023, about the total amount to be paid for communication of the requested information, as well as about the payment method. In this case, the public interest information is communicated within at most 5 working days from the date of receiving the payment proof.
