Who we are
Moldova Energy Projects Implementation Unit (MEPIU), is an independent, legal entity established by the Government Decision no. 1276 in December 2000 (https://www.legis.md/cautare/getResults?doc_id=136830&lang=ro ). Since 2023, the Ministry of Energy of the Republic of Moldova has been the founding authority of MEPIU.
MEPIU operates in accordance with the legislation of the Republic of Moldova, as well as the directives and standards of the development partners. In this context, the MEPIU's team manage strategic projects and concrete actions of the Government of the Republic of Moldova and the Ministry of Energy, aimed at strengthening energy security and developing a sustainable energy system.
In fulfilling this mission, MEPIU's team are supported by our partners, including the World Bank, the European Union, the European Investment Bank (EIB), the European Bank for Reconstruction and Development (EBRD), the French Development Agency (AFD), and the German Government, through the Federal Ministry for Economic Cooperation and Development (BMZ) and KfW Development Bank.

Mission
MEPIU's mission is to support the sustainable development of Moldova’s energy sector by implementing infrastructure modernization projects, improving energy efficiency, diversifying energy sources, and promoting interconnection with European energy networks.
MEPIU's scope is to ensure the effective implementation of energy projects by managing, monitoring, and coordinating them in full compliance with the standards set by international financial institutions and national legislation.

Strategic Projects
Throughout its activity, MEPIU has implemented projects of national importance in the energy field, contributing to strengthening energy security and modernizing the infrastructure of the Republic of Moldova, in accordance with international standards.
Brief history
MEPIU was established in 2000 through the merger of the Energy Project Implementation Directorate (World Bank Loan No. 4020 MD) and the National Agency for Housing and Real Estate Services. Its purpose was to enhance the efficiency of investment, financial, and technical assistance projects in Moldova’s energy sector, funded by the World Bank, by ensuring their coordination and alignment to avoid duplication and parallel efforts.
Over the years, MEPIU has implemented strategic projects aimed at modernizing the energy sector, including:
- Energy Projects I and II
- The interconnection pipeline between the Romanian and Moldovan gas transmission systems
- The feasibility study for synchronous connection to the European electricity network ENTSO-E
- The projects for promoting reforms and increasing efficiency in the energy sector
- The projects to improve the efficiency of the centralized heating system in Chișinău
Currently, MEPIU is implementing projects focused on improving centralized thermal energy supply, interconnecting Moldova’s electricity system with Romania and the EU, and enhancing energy efficiency in public buildings.
Regulations on the organization and functioning of MEPIU
This regulation establishes the legal framework for the functioning of the Consolidated Unit for the Implementation and Monitoring of Projects in the Energy Field (MEPIU), according to Government Decision No. 1276 of December 21, 2000. The document defines the attributions, organizational structure, responsibilities and operating principles of the institution.
