14 Medical Buildings in 9 Districts to Undergo Energy-Efficient Renovation with Support from the INSPIREE Project

15 Dec 2025

14 medical facilities, covering a total of approximately 35,000 m² and primarily district hospitals in Drochia, Bălți, Florești, Orhei, Fălești, Ungheni, Hâncești, Căușeni, and Cahul, are set to undergo energy efficiency renovations under the INSPIREE Project – Initiative to Nurture Sustainable Public Infrastructure through Renovations for Energy Efficiency The signing ceremony of the Memorandum of Understanding (MoU) took place today with the participation of beneficiaries and development partners.

Dorin Junghietu, Minister of Energy, emphasized that energy efficiency is a key priority for the Government of the Republic of Moldova, and the INSPIREE Project supports this goal: “The cheapest energy is the energy we don’t consume. In public buildings, energy losses can reach up to 50% or more in some cases. Most public buildings in Moldova no longer meet current construction and energy efficiency standards and have not benefited from interventions or renovations for decades.”

Emil Ceban, Minister of Health, highlighted the benefits of energy renovations for medical services and patients: “The 14 buildings selected for energy-efficient renovation serve approximately 3,000 patients every day. The rehabilitation works will create safer and more comfortable conditions for medical treatment, support medical staff in their daily activities, and reduce energy costs, which means that the savings generated will allow resources to be redirected toward improving healthcare services and upgrading hospital equipment.

H.E. Hubert Knirsch, Ambassador of the Federal Republic of Germany to the Republic of Moldova highlighted the project’s transformative impact: “Investments in hospital energy efficiency reduce energy costs, carbon emissions and create better conditions for patients and healthcare staff. This project covers 10 districts and directly benefits local communities. It sets new standards for sustainable public infrastructure and environmental protection in the whole country.”

H.E. Dominique Waag, Ambassador of France to the Republic of Moldova noted that INSPIREE Project represents a concrete example of innovation in public infrastructure showing how sustainable solutions can generate real benefits for local communities and support the development of a more efficient and modern medical system in the Republic of Moldova. "I am pleased that France, through the French Development Agency, is contributing to the implementation of a project that enhances energy efficiency, creates safer and more comfortable conditions for patients, facilitates the work of medical staff, and reduces the operational costs of hospital institutions."

Ruslan Surugiu, MEPIU Director, explained that the 14 buildings cover over 34,000 m² and include Therapeutic, Consultation, Pediatric, Surgical, and Infectious Disease Blocks. Energy audits and technical documentation will begin in 2026, with main renovation works scheduled for 2028–2030.

The INSPIREE Project is implemented by the Government of the Republic of Moldova through the Ministry of Energy and Moldova Energy Projects Implementation Unit (MEPIU), with the financial support from the French Development Agency AFD (EUR 30.0 million loan) and the Federal Government of Germany (EUR 38.7 million grant) through German Development Bank (KfW).
