The public opening of the technical bids for contracting the services to prepare the technical documentation for construction works, within the Energy Efficiency Project in the Republic of Moldova, took place on Tuesday, February 6.
Six bids were submitted in the international tender from companies both in the Republic of Moldova and Germany. Therefore, according to procurement procedures, after the technical bids are evaluated, the financial bids will be opened. It is important to note that only the financial bids of those bidders who have passed the minimum technical score will be opened.
The event was public, according to the specific procurement announcement published by the Consolidated Unit for Implementation and Monitoring of Energy Projects (UCIPE) and the financing institutions: the European Union, the European Investment Bank (EIB), and the European Bank for Reconstruction and Development (EBRD), published on December 11, 2023.
This tender includes 4 lots (covering 5 medical institutions) aiming to contract services for the preparation of technical documentation for the execution of thermal rehabilitation works to be carried out at the following medical institutions:
- Institute of Neurology and Neurosurgery
- Republican Medical Diagnostic Center / Institute of Phthisiopneumology
- Institute of Cardiology
- Clinical Psychiatric Hospital
According to Ruslan Surugiu, Director of UCIPE, the stage of preparing the project documentation for the execution of construction works is as important as it is complex. “This stage involves the detailed development of technical information, instructions, and specifications necessary to ensure that construction works are carried out correctly and in accordance with quality standards, which requires a high degree of responsibility.”
The estimated duration for preparing the technical documentation for the five medical institutions mentioned is up to 10 months.
The Energy Efficiency Project in the Republic of Moldova is one of the largest national initiatives aimed at improving the energy efficiency of public buildings implemented to date. The total investment value of the project is approximately 76 million euros.
