The concept of the technical execution documentation for the energy rehabilitation works of the IMSP Clinical Psychiatric Hospital was presented during a meeting attended by hospital staff, the project team, and the design company. Under the Energy Efficiency Project in the Republic of Moldova, financed by the European Union, the European Investment Bank (EIB), and the European Bank for Reconstruction and Development (EBRD), two buildings of the Clinical Psychiatric Hospital with a total area of over 14,000 m² are set to be rehabilitated.
According to Ruslan Surugiu, Director of UCIPE – the Unit for Implementation of Energy Projects, the technical execution project for energy efficiency improvements includes a complex set of measures aimed at reducing energy consumption and ensuring increased comfort for both staff and patients, while also taking into account certain specific institutional requirements.
“Considering that this is an institution with specific needs, several factors have been taken into account to ensure that the technical project addresses the beneficiaries’ needs. We are even talking about creating dedicated zones for patients, installing protective elements on certain installations for patient safety, and more.”
The main measures planned to be applied within the project are:
- Thermal insulation of external walls
- Replacement of windows and external doors
- Thermal insulation and renovation of roofs
- Renovation of ventilation systems with heat recovery
- Renovation of internal heating systems
- Installation of LED lighting systems
- Installation of photovoltaic systems
- Implementation of energy management systems (EMS) and others
The contract for preparing the technical execution documentation for the energy rehabilitation works at the Clinical Psychiatric Hospital was signed on June 5, 2024, following an international tender procedure. The execution period is up to 12 months. After the Concept of the technical execution documentation is coordinated by UCIPE specialists and representatives of the medical institution, the design company will present the final project for approval, including estimated costs (BoQ), site organization plan, and technical specifications for the construction company.
The Energy Efficiency Project in the Republic of Moldova is one of the largest national initiatives aimed at improving the energy efficiency of public buildings. In total, 10 medical institutions (16 buildings) will benefit from building rehabilitation. The project’s investment value is approximately 76 million euros and is financed by the European Union, the European Investment Bank (EIB), and the European Bank for Reconstruction and Development (EBRD).
