8 Sep 2023

Energy efficiency measures for medical institution buildings, which will undergo thermal rehabilitation within the Energy Efficiency Project in the Republic of Moldova, have been approved by the management of the medical institutions and subsequently accepted by the Project Coordination Committee during the meeting held on September 7, 2023.

At the same meeting, the Project Coordination Committee, composed of representatives from the European Union Delegation, the European Investment Bank (EIB), the European Bank for Reconstruction and Development (EBRD), the Ministry of Energy, and the Ministry of Finance, approved the Project Procedures Manual. The Committee also took note of the Project Feasibility Study, the Terms of Reference for the Online Platform for Managing Project Proposals, and the detailed Concept for developing the national information system on the energy performance of buildings, all elaborated in the first phase of the Project.

Energy audit reports for the first phase of the Project were conducted for 16 buildings across 10 hospitals of public interest and utility:

  1. Institute of Cardiology
  2. Mother and Child Institute
  3. Clinical Hospital of Bălți Municipality
  4. Emergency Medicine Institute
  5. Oncology Institute
  6. Republican Clinical Hospital
  7. Institute of Neurology and Neurosurgery
  8. Clinical Psychiatric Hospital
  9. Republican Medical Diagnostic Center
  10. Institute of Phthisiopneumology

The main energy efficiency measures identified through the energy audit reports are:

  • Thermal insulation of exterior walls, including the plinth;
  • Replacement of exterior windows and doors;
  • Thermal insulation and renovation of roofs;
  • Thermal insulation of basement ceilings;
  • Renovation of ventilation systems with heat recovery;
  • Installation of centralized air conditioning systems;
  • Renovation of interior heating systems;
  • Renovation of domestic hot water distribution systems;
  • Renovation/modernization of individual heating substations;
  • Installation of LED lighting systems, including renovation of the interior electrical distribution system;
  • Installation of photovoltaic systems for electricity generation;
  • Implementation of energy management systems (EMS).

Additionally, the Project will implement other measures to improve the technical condition of buildings and operational conditions, such as interior repairs, building reinforcement works, replacement of internal cold water and sewage distribution systems, installation of fire alarm systems, exterior landscaping works, and more.

The next phase of the Project involves launching tenders to contract services for developing the technical execution documentation for the works.

The Project is implemented by the Government of the Republic of Moldova, the Ministry of Energy through the Consolidated Unit for the Implementation and Monitoring of Energy Projects (UCIPE), and the Energy Efficiency Agency (EEA), with support from the European Union, the European Investment Bank (EIB), and the European Bank for Reconstruction and Development (EBRD).
