The owners of the land necessary for the construction of the 400 kV Vulcănești – Chișinău Overhead Power Line (OPL) from the new localities recently included in the Government Decision on the expropriation of land intended for the construction of the OPL were informed about the importance of the project, as well as about the special expropriation procedure, such as: how to complete and submit the application for compensation payment, the documents necessary to confirm the ownership right, as well as the method of establishing the payment of compensation.
The information meetings were held between December 17 and 18, in the villages of Topala, Cenac, Albota de Sus and the commune of Băcioi, with the participation of representatives of the Consolidated Unit for the Implementation and Monitoring of Energy Projects (UCIPE), Moldelectrica State Enterprise, the Institute of Design for Territorial Organization, representatives of local public authorities and other project partners.
According to the procedure, further, the lands will be evaluated by certified appraisers through the Institute of Design for Territorial Organization, in accordance with the legislation of the Republic of Moldova. Therefore, the owners will receive expropriation proposals, which will contain the amounts as compensation. After receiving the expropriation proposals, they will complete the application, attaching the confirmatory documents. The application will be sent to the UCIPE address (Chisinau, 1 Alecu Russo Street, block A1, floor 16). After processing the application, compensation can be received by economic agents - in the specified bank accounts, and by individuals - at post offices, within a maximum of 60 days.
In accordance with Government Decision No. 1037/2023, in total, about 5450 lands were declared of public utility, 900 of which are permanently expropriated. The permanently expropriated lands are intended for the construction of the pylons and will be transferred to the state, while the temporarily expropriated ones will remain in the ownership of the individual after the completion of the construction works.
So far, 84% of the lands related to the construction of the Vulcănești-Chișinău OHL in 6 districts of the country have been compensated, another 2 districts, including the 500 additional lands included, are in the process.
Due to the importance of the Project, in terms of the security of electricity supply to consumers in the Republic of Moldova, the construction works of the 400 kV Vulcănești-Chișinău OHL have been declared of public utility of national interest, in accordance with the provisions of Law no. 120/2022. In accordance with the provisions of national legislation, the construction works of the line are carried out concurrently with the expropriation procedure.
The construction of the 400 kV overhead power line (OPL) Vulcănești-Chișinău is part of the Project for the Development of the Power System of the Republic of Moldova. The value of the project, financed by the World Bank, is 61 million Euros. The power line will allow the transport of electricity from Romania or other European markets to Chișinău without passing through the Moldovan Power Plant, located in the Transnistrian region.
