The lands related to the 400 kV Vulcănești–Chișinău overhead power line (OHL), a project declared to be of public utility and national interest, are to be expropriated, and the landowners will receive compensation in accordance with the legislation of the Republic of Moldova. The draft Government Decision has been published on the portal www.particip.gov.md for public consultation and is scheduled to be submitted for approval by the Executive.
After the Government Decision comes into force, approximately 900 plots of land, both privately owned and publicly owned by administrative-territorial units of the Taraclia, UTA Găgăuzia, Cahul, Leova, Cimișlia, Hâncești, Ialoveni districts, and the municipality of Chișinău (Băcioi commune) will be expropriated and transferred to state ownership.
The assessment of compensation amounts will be ensured by the Institute for Territorial Organization Design, in accordance with the legislation of the Republic of Moldova and evaluation reports prepared by independent appraisers.
To facilitate the expropriation procedure, ensure effective communication, and prevent social impacts of the Project, Social Impact Monitoring Committees have been established at the district and local levels. These committees will ensure community participation in monitoring the impact, receiving complaints, and assisting landowners.
Furthermore, to guarantee the right to fair compensation, once the Government Decision is adopted, a Commission for resolving appeals will be established. It is worth noting that landowners who do not possess the necessary documents (confirming ownership rights or other real rights over the land) or who, due to objective circumstances, are unable to request compensation payments, will have the right to inform the Consolidated Unit for the Implementation and Monitoring of Energy Projects (UCIPE) and request support regarding the compensation procedure.
The institution responsible for the expropriation procedure and project implementation is the Consolidated Unit for the Implementation and Monitoring of Energy Projects.
The construction of the 400 kV overhead power line (OHL) for electricity transmission from Vulcănești to Chișinău is part of the Development Project of the Power System in the Republic of Moldova. The project value is 61 million euros and is financed by the World Bank.
