Over 170 public institutions in Chisinau will benefit from modern Individual Heat Substations (IHS)

27 Mar 2026

Over 200 state-of-the-art Individual Heat Substations (IHS) are set to be installed in approximately 170 public institutions in the capital, predominantly educational institutions connected to the centralized district heating system. The works are part of the Sustainable Transition through Energy Efficiency in Moldova Project (STEEM), implemented with the support of the International Bank for Reconstruction and Development (IBRD) and the Multi-Donor Trust Fund (MDTF) “Moldova – Growth, Resilience and Opportunities for Well-being (M-GROW)”, administered by the World Bank Group.

The procurement procedure for selecting the company that will carry out the works has been completed, and the contract was signed today between the Moldova Energy Projects Implementation Unit (MEPIU), the contracted company, and Termoelectrica S.A., as the beneficiary.

The contract value amounts to approximately EUR 3 million, with an implementation period of 12 months from the date of signing.

The MEPIU Director, Ruslan Surugiu, highlighted the positive impact of these investments, which will ultimately be felt both by the beneficiary buildings and Termoelectrica S.A.: “In recent years, with the support of the World Bank, several important projects for Termoelectrica have been implemented, including the installation of Individual Heat Substations. The results already confirm the efficiency of these solutions – both for consumers and for the company, through optimized consumption and improved services.”

The new installations will allow automatic temperature regulation at the building level through a control panel, adjusting heat energy consumption depending on outdoor temperatures. This will make the system more flexible and energy efficient.

The General Director of Termoelectrica S.A., Iurie Razlovan, emphasized the direct benefits for the district heating system and consumers: “The installation of Individual Heat Substations will contribute to reducing consumption by up to 10% and improving the quality of district heating and domestic hot water supply services. At the same time, these solutions will increase the efficiency of the centralized system and allow the gradual phasing out of outdated and inefficient equipment.”

Subsequently, the implementation of this project will generate long-term benefits for public institutions and end users through improved service quality, better-controlled costs, and reduced environmental impact.

The Sustainable Transition through Energy Efficiency in Moldova (STEEM) Project, implemented by the Government of the Republic of Moldova through the Ministry of Energy and MEPIU, with support from the International Bank for Reconstruction and Development (IBRD) and the Multi-Donor Trust Fund (MDTF) “Moldova – Growth, Resilience and Opportunities for Well-being (M-GROW)”, administered by the World Bank Group.

The project beneficiary is Termoelectrica S.A., while the implementing institution is  Moldova Energy Projects Implementation Unit (MEPIU).
