The Project Initiative to Nurture Sustainable Public Infrastructure through Energy Efficiency Renovations (INSPIREE)

11 Aug 2025

Good news for Moldova’s hospitals and universities! Through the INSPIREE Project – Initiative to Nurture Sustainable Public Infrastructure through Renovations for Energy Efficiency, Moldova is launching large-scale upgrades of public buildings across the country, with the support from the French Development Agency (AFD, EUR 30.0 million loan) and the Federal Government of Germany (EUR 38.7 million grant) through the German Development Bank KfW.

30 public buildings across the country will undergo full renovation to become more modern, comfortable, and energy efficient.
·        14 buildings of district hospitals
·        16 buildings of higher education institutions (mostly student dormitories)
·        Over 90,000 m² will be transformed into spaces that are safer, more energy-efficient, more accessible, and significantly more comfortable for everyone

What does INSPIREE mean for people?
- Comfortable temperatures all year round
- Better conditions for patients, students, doctors, and academic staff
- Lower energy bills = more public funds for essential services
- Over 200,000 Moldovans will directly benefit

What kind of work will be done?
- Thermal insulation for walls and roofs
- Modern heating, ventilation, and air conditioning systems
- Efficient electrical equipment
- Upgraded systems for hot water and thermal energy

Expected results:
- Up to 60% reduction in energy use
- Annual savings of 12.3 GWh of energy
- 4,200 tons of CO₂ emissions avoided each year – equal to taking over 12,000 cars off the road

The selected buildings are located in Chișinău, Bălți, Cahul, Orhei, Hîncești, Florești, and other districts. They were proposed by the Ministry of Health of the Republic of Moldova and the Ministry of Education Ministry of Education and Research of the Republic of Moldova based on their high energy use and strategic importance.

The final list of selected institutions will be announced after detailed energy audits. Stay tuned for updates!

The Project Initiative to Nurture Sustainable Public Infrastructure through Energy Efficiency Renovations (INSPIREE) is implemented by the Government of the Republic of Moldova through the Ministry of Energy and MEPIU.

INSPIREE Project underscores strong donor coordination, which promotes European cooperation and co-financing for achieving sustainable development, and reinforces Moldova’s commitment to European Union integration. The project is powered by JEFIC (Joint European Financiers for International Cooperation), an initiative for cooperation among European bilateral development finance institutions.
