Solutions for the development and diversification of thermal and electricity generation sources, including the potential installation of new high-efficiency combined heat and power (CHP) plants within Termoelectrica S.A., are currently being analyzed as part of a comprehensive feasibility study.
The energy modeling, technologies, and preliminary investment alternatives—built on modern and innovative technologies—were presented by the consultancy team responsible for the study during a series of technical meetings and consultations involving representatives from the Ministry of Energy, the World Bank, Termoelectrica S.A., and the Consolidated Unit for the Implementation and Monitoring of Energy Projects (UCIPE).
Each investment alternative examined includes high-efficiency cogeneration technologies, in combination with renewable energy sources, waste-to-energy solutions, thermal energy storage, heat pumps, and other modern systems.
During the discussions, participants evaluated investment options that aim not only to ensure the reliable and efficient thermal energy supply for the municipality of Chișinău but also to create opportunities for Termoelectrica S.A. to become an active player in the electricity market—especially in balancing power supply and optimizing CHP plant operations through thermal storage units.
In this context, UCIPE Director Ruslan Surugiu emphasized the importance of ensuring that Termoelectrica S.A. becomes a much more competitive actor in the energy sector in the future. As such, the proposed alternatives must align with the Ministry of Energy’s sectoral development strategies and policies, as they represent the next strategic step in preparing for major modernization investments at the company.
Representatives of Termoelectrica S.A. highlighted their active engagement alongside the consulting team in identifying the most appropriate development pathway for the company. Among the key objectives: decarbonization, reduced use of fossil fuels, integration of renewable energy, and enhanced energy efficiency. These measures are essential for the modernization of the Chișinău district heating system, ensuring reliable service to consumers and the delivery of electricity to the national power grid.
The proposed alternatives will undergo further detailed techno-economic analysis in close collaboration with Termoelectrica S.A. and will be harmonized with the Ministry of Energy’s policies in order to determine the optimal scenario for development and investment. The final version of the feasibility study is expected to be presented in the near future.
The consortium contracted to carry out the feasibility study—COLENCO Ltd. (North Macedonia), EKONERG Ltd. (Croatia), and Urban Technology Alliance (United Kingdom)—was selected through an international competitive bidding process. The study is a key component of the Second District Heating Efficiency Improvement Project (PIESACET-2), financed by the World Bank.
