Three companies submitted bids in the tender for contracting the services to develop the technical execution documentation for the thermal rehabilitation works of the Clinical Hospital in the municipality of Bălți, part of the Energy Efficiency Project in the Republic of Moldova.
The opening of bids took place on Friday, September 6, according to the specific procurement announcement published by the Consolidated Unit for Implementation and Monitoring of Energy Projects (UCIPE) and the financing institutions: the European Union, the European Investment Bank (EIB), and the European Bank for Reconstruction and Development (EBRD).
According to UCIPE director Ruslan Surugiu, in accordance with procurement procedures, after the evaluation of the technical bids, the opening and evaluation of the financial bids will follow, taking into account the financial offers of the companies that passed the minimum technical qualification score:
“Works of such magnitude have never been carried out in our country before, and the development of project documentation is a very important stage that involves identifying detailed technical solutions for the construction works that will later be implemented in these medical institutions. Therefore, we aim to involve companies with extensive expertise in the field that will provide the necessary solutions for each building in particular,” said Ruslan Surugiu.
Within the framework of the Energy Efficiency Project in the Republic of Moldova, thermal rehabilitation is planned for 10 medical institutions. The services for developing the technical execution documentation have already been contracted for 5 of them: the Institute of Neurology and Neurosurgery, the Republican Medical Diagnostic Center / Institute of Phthisiopneumology, the Institute of Cardiology, and the Clinical Psychiatry Hospital. For the next 4 medical institutions—the Mother and Child Institute, the Emergency Medicine Institute, the Oncology Institute, and the Republican Clinical Hospital—the tender procedure is ongoing.
The estimated duration for developing the technical documentation for the Clinical Hospital in the municipality of Bălți is up to 12 months. The project investment value is approximately 76 million euros, financed by the European Union, the European Investment Bank (EIB), and the European Bank for Reconstruction and Development (EBRD).
