The Consolidated Unit for the Implementation and Monitoring of Energy Projects (UCIPE) announces a repeated international tender procedure for the construction of two high-performance combined heat and power plants (CHPs) with a total electrical capacity of approximately 55 MW (or higher) and a thermal capacity of at least 43 Gcal/h.

The invitation to participate in the tender (request for bids) can be found here:

According to the project, the facilities will be state-of-the-art, based on modern and flexible high-efficiency cogeneration technologies, which will contribute to increasing the domestic electricity production capacity and ensuring the country's energy security.

The new plants will operate efficiently throughout the year, supplying electricity and heat to the national power system and, respectively, to the centralized heating system in Chisinau. “The construction of new thermal and electrical energy production capacities will ensure the exclusion from the production circuit and the decommissioning of the oldest combined heat and power plant in Chisinau, CET Sursa-2 (formerly CET-1), whose installations are worn out and have a low electrical efficiency,” added UCIPE Director Ruslan Surugiu.

It should be noted that during the previous tender, following an extensive evaluation process involving an international consultant, it was found that both submitted offers did not meet the requirements of the tender document.

At the same time, additional efforts have been made to expand the potential for participation of several international companies with appropriate capacity, technologies and experience in this project, which is of particular complexity and importance for the country's energy security and for the development of the centralized heating system in the municipality of Chisinau.

The international tender for the “Installation of high-efficiency cogeneration plants based on gas engines at CT Vest and CET Sursa 3, and installation of electrical transformers and distribution facilities (design, supply, installation)” is part of the Second Project for Improving the Efficiency of the Centralized Thermal Energy Supply System (PIESACET-2), financed by the World Bank. The beneficiary of the project is Termoelectrica S.A..

The project is implemented by the Ministry of Energy, through the Consolidated Unit for the Implementation and Monitoring of Projects in the Energy Sector (UCIPE).
