The "Energy Efficiency in the Republic of Moldova" Project Has Been Launched
The "Energy Efficiency in the Republic of Moldova" Project has officially been launched, aiming to improve the energy efficiency of public buildings across the country.
The Ministry of Infrastructure and Regional Development of the Republic of Moldova, through the Consolidated Unit for the Implementation and Monitoring of Projects in the Energy Sector (UCIPE) and the Energy Efficiency Agency, aims to optimize energy consumption in buildings, prioritizing both municipal and state-owned public buildings throughout the country. This initiative is expected to bring significant environmental benefits by reducing energy use and greenhouse gas emissions.
The total value of the project is approximately €76.9 million, of which €30 million is provided by the European Investment Bank (EIB), €30 million by the European Bank for Reconstruction and Development (EBRD), €15 million by the European Union, €0.5 million by the Eastern Partnership Technical Assistance Trust Fund (EPTATF), and €1.4 million by the Government of the Republic of Moldova. The project will be implemented through 2025.
Additionally, the Parliament of the Republic of Moldova approved earlier this year a list of nine pilot projects—major hospitals—which will benefit from thermal rehabilitation under this project. This list was recently accepted by the Project Coordination Committee.
In this context, energy audits are being conducted for the pilot projects, and a Feasibility Study will be carried out to define the requirements and mechanisms for a Call for Proposals aimed at funding the thermal rehabilitation of public buildings owned by local and municipal authorities (e.g., schools, kindergartens, hospitals).
As a result, all beneficiary institutions are expected to reduce their energy consumption by at least 30%. Moreover, indoor conditions in these institutions will be improved through upgraded ventilation, heating, and cooling systems. Accessibility for people with special needs will also be enhanced.
UCIPE is a public, non-profit institution established by Government Decision No. 1276 of December 21, 2000, with the mission to ensure the effective implementation of energy sector projects by managing, monitoring, and coordinating them in accordance with the requirements of international financial donor organizations.
