Energy-efficient renovation for two educational facilities of Alexei Mateevici College under the INSPIREE Project

Two educational facilities of Alexei Mateevici College in Chisinau – the main building and Block B – are set to be renovated as part of the INSPIREE Project – Initiative to Nurture Sustainable Public Infrastructure through Renovations for Energy Efficiency. The signing ceremony of the Memorandum of Understanding (MoU) took place today, with the participation of all stakeholders. 

In total, 30 public buildings (14 buildings of district hospitals and 16 buildings of higher education and vocational-technical institutions) across the country will undergo full renovation to become more modern, comfortable, and energy efficient. The investments are funded by the French Development Agency (AFD, EUR 30.0 million loan) and the Federal Government of Germany (EUR 38.7 million grant) through the German Development Bank KfW.

Speaking at the event, Liudmila Stihi, State Secretary at the Ministry of Education and Research, noted that the renovations under the INSPIREE Project will ensure comfortable, energy-efficient learning environments for students and teaching staff: “Investments in educational infrastructure are, in fact, investments in the country’s future – in the generations of students who will contribute to Moldova’s development.”

Carolina Novac, State Secretary at the Ministry of Energy, emphasized that improving the energy efficiency of public buildings is a national priority, as energy losses create both financial and energy-security pressures on the country. “These investments will reduce energy consumption in the renovated buildings by up to 50%, saving approximately 12.3 GWh annually. The project directly contributes to strengthening Moldova’s energy resilience and advancing sustainable development goals.”

Ruslan Surugiu, Moldova Energy Projects Implementation Unit (MEPIU) Director, highlighted that the main works for the selected facilities, including the two facilities of Alexei Mateevici College, will include thermal insulation improvements, modernising heating and ventilation systems, replacing electrical equipment, and installing efficient systems for hot water and thermal energy.

Maxime Lebovics, Head of AFD Moldova Office, underlined that by renovating public buildings in the health and education sectors, Moldova strengthens its energy resilience and invests in future generations. 

Furthermore, Sergiu Guțu, Head of the KfW Office in Chișinău, highlighted: “The INSPIREE Project is an example of effective European cooperation, demonstrating strong coordination among international partners and Moldova’s commitment to sustainable development, modern standards, and European integration.”

This event marked the signing of the MoU of the INSPIREE Project with the first vocational-technical institution.
