The Public Institution National Center for Sustainable Energy (NCSE) will benefit from a modern information system on building energy efficiency. The system will be developed under the Sustainable Transition to Energy Efficiency in Moldova (STEEM) Project, financed by the World Bank.

In line with the legal framework, Government Decision No. 144/2025 on the establishment and approval of the Concept of the Integrated Information System “SINEE” stipulates that all activities related to the preparation and issuance of energy performance certificates, as well as the preparation of inspection reports for heating, ventilation, and air conditioning systems, are carried out through the “Building Energy Efficiency” information subsystem.
The Building Energy Efficiency Information System represents only one of the key components of the SINEE platform. In parallel, several other IT modules will be developed to support institutional efficiency and public access to data, including:
NCSE Public Portal – providing open access to relevant information, documents, and electronic services;
Electronic Registry of Energy Efficiency Specialists (SIRSEE) – for registering, updating, and managing information on authorized specialists;
Data Analysis and Reporting Platform – enabling the automatic generation of statistical and administrative reports;
System Administration and Core Functionalities Subsystem – ensuring integration and security of all IT applications within a single administrative framework.
As a result, the portal will provide citizens with access to public-interest data from all information subsystems and will enable online access to the services offered by the NCSE. At the same time, centralized data on energy savings will support effective planning of energy efficiency measures and the use of renewable energy sources in line with national objectives. The system will thus contribute to Moldova’s commitment to reduce final energy consumption by 0.8% annually, while also helping lower energy bills for households, public authorities, and businesses.
The Sustainable Transition to Energy Efficiency in Moldova (STEEM) Project is implemented by the Government of the Republic of Moldova through the Ministry of Energy and UCIPE, with the support of the International Bank for Reconstruction and Development (IBRD) and the Multi-Donor Trust Fund “Moldova – Growth, Resilience and Opportunities for Well-being” (M-GROW), managed by the World Bank Group. The beneficiary of this project component is the National Center for Sustainable Energy.
