January 25, 2024, Chișinău – The tender procedure for the construction of new high-efficiency cogeneration plants within Termoelectrica S.A. will be repeated. The announcement was made by the Director of the Consolidated Unit for the Implementation and Monitoring of Energy Projects (UCIPE), Ruslan Surugiu, on Thursday, January 25, during a press conference.
In this context, to expand the potential participation of more international companies with capacity and modern technologies in the tender, a series of promotional actions will be carried out, including inviting an extended list of potential bidders, holding informative meetings, and site visits to familiarize them with the provisions of the technical specifications, which will also be revised.
According to the UCIPE director, the repetition of the tender is motivated by the non-compliance of the bids submitted by the two companies in the previous tender and the importance of ensuring a quality investment that will contribute to the country’s energy security: “We all understand that we need modern technologies and internal sources for production and diversification of energy. Taking into account the needs and sector objectives, we must avoid any risks and consider the best offers with high potential.”
It is worth mentioning that a complex evaluation procedure was carried out, involving an international consultant, and the evaluation report, the decision to reject both offers, and the repetition of the tender procedures were coordinated with the World Bank.
During the event, Ruslan Surugiu also emphasized that the previous tender took place during a period marked by the regional crisis related to Russia’s invasion of Ukraine. Thus, several companies with the potential and capacity to ensure the implementation of the investment package hesitated to submit offers in the Republic of Moldova: “We are convinced that investors now have more confidence in the Republic of Moldova and its investment potential, including within this tender.”
The tender regarding the “Installation of high-efficiency cogeneration plants at CT Vest and CET Sursa 3, and the installation of electrical transformers and distribution installations (design, supply, installation)” is part of the second Project for Improving the Efficiency of the Centralized Thermal Energy Supply System in Chișinău (PIESACET-2). The estimated value of the investment package is approximately 81 million euros.
