The Republic of Moldova has received financing from the World Bank to cover the cost of the Power System Development Project (PSDP) and intends to apply part of the proceeds for consulting services.

The consulting services ("the Services") include providing assistance to the Client (MEPIU) and the State Enterprise Moldelectrica (the Beneficiary) in the administration and supervision of the Design, Supply, and Installation Contracts for the construction of a new 400 kV Vulcănești–Chișinău overhead transmission line, the modernization of the 330 kV Chișinău Substation, and the extension of the 400 kV Vulcănești Substation, as well as throughout the Defects Liability Period. The Consultant is expected to exercise due diligence in fulfilling the duties assigned under the Contract and provide other services as described in these Terms of Reference. The Contract is expected to be signed in September 2021. The total duration of the assignment is estimated at 47 months.

Phase I will include:

  • 1 month of preparatory activities prior to construction commencement,

  • 34 months for works supervision, issuance of completion and operational acceptance certificates, and other closing activities.

Phase I will be contracted on a time-based basis.
Phase II will cover:

  • 12 months of supervision and monitoring during the Defects Liability Period and will be contracted on a lump-sum basis for a fixed scope of services, conditional upon the Consultant’s successful performance during Phase I.

The Moldova Energy Projects Implementation Unit (MEPIU) now invites eligible consulting firms ("Consultants") to express their interest in providing the Services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  • Experience and expertise in design, consultancy, project management, construction, supervision, and commissioning of high-voltage overhead transmission lines, construction or extension/modernization of substations, and commissioning/testing, gained from at least three international projects within the last 10 years.

Attention is drawn to paragraphs 3.14, 3.16, and 3.17 of Section III of the World Bank’s Procurement Regulations for IPF Borrowers, dated July 2016 (revised in November 2017 and August 2018), which set forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but must clearly indicate whether the association is in the form of a joint venture and/or a subconsultancy. In the case of a joint venture, all partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Consultants are encouraged to associate with local firms and include local technical support staff in the team.

A Consultant will be selected in accordance with the Quality- and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
